National River Conservation Plan (NRCP)

National River Conservation Plan (NRCP) is a flagship scheme of Govt. of India, Ministry of Environment & Forest for abatement of pollution and conservation of rivers in the country. Following 2 schemes have been sanctioned for Madhya Pradesh in year 2007-08.

  1. Beehar River, Rewa
  2. Narmada River, Hoshangabad

Abatement of Pollution & Conservation of River Beehar-Rewa

  • The total project Cost is Rs.20.12 Crore (70% GoI:30% GoMP Share)

PROJECT DURATION

  • The project Duration is Two years.

PROJECT BACKGROUND

  • Sanctioned under National River Conservation Plan (NRCP) by MoEF.
  • On behalf of the State Govt., EPCO is as Nodal Agency in Madhya Pradesh.
  • Abatement of Pollution from various sources in to the River and River front development works.
  • Components covered according to DPR prepared as per NRCP guidelines.

PROJECT AREA PROFILE

  • Rewa town is spread on both the banks of river Beehar.
  • This area, which contains the Rewa town, is mostly an elevated plain.
  • The area falls in the southern part of Son sub-basin of Ganga basin.
  • As per census 2001, Total Population of Rewa town is 1,82,432

EXISTING SCENARIO

  • 12 MAJOR Nallahs of Rewa town carrying sewage/ waste water from toilets, kitchens, restaurant, etc and discharging into the river Beehar.
  • Open defecation near the banks.
  • People washing clothes and taking bath at ghats located on the banks of river.
  • Discharge from milk dairies out falling in the river, etc.

PROJECT AREA PROFILE

  • Hoshangabad town has developed on the southern bank of holy river Narmada.
  • Topography of the town comprises of mixed terrain with flat and undulating ground surfaces.
  • Census population of the town in the year 2001 was 97,417.
  • Coverage of the Municipal Council is about 22 sq km with thirty three (33) nos. administrative wards.
  • Catchment area of the project is nearly 22 sq km.

EXISTING SCENARIO

  • Three main drainage channels i.e. Korighat nalla, Lendia Nalla and Khojanpur nalla (or Kishanpur nalla) received almost the entire sewage and sullage water generated from the town and discharge into the river Narmada.
  • Presently no organized sewage collection, conveyance and treatment system exists in the city.
  • People washing clothes and taking bath at ghats located on the banks of river.
  • Discharge from motor garages and dairies out falling in the river etc.

Objective

The objectives of the River Conservation Plan is to improve the water quality of the rivers, which are the major fresh water sources in the country, to achieve 'designated-best-use' water quality criteria through the implementation of pollution abatement schemes. Since the pollution of the rivers is both from the point sources and the non-point sources of pollution, the schemes framed are of the following two categories to achieve the above water quality :

  • Core Scheme
    • Interception and diversion works to capture the raw municipal sewage flowing into the river through open drains and divert them for treatment.
    • Sewage treatment plant for treating the diverted sewage.
  • Non-core Schemes
    • Low cost sanitation works to prevent open defecation on river banks.
    • Electric and/ or improved wood based crematoria to conserve the use of wood and help in ensuring proper cremation of bodies brought to the burning ghats.
    • River from development works such as improvement of bathing ghats, etc. and other misc. works like Afforestation, Public Participation & Public Awareness, etc.

The Govt. of M.P. Housing & Environment Deptt. vide its order No.F-6-27/2007/32 dated 4/09/2007 have designated Environmental Planning & Coordination Organization (EPCO) as Nodal Agency of the State Government for NLCP & NRCP schemes under XI Five Tear Plans.

The National River Conservation Plans schemes of Rewa and Hoshangabad have been initiated in Madhya Pradesh after financial and administrative approval of SFC/EFC (Finance Dept. – Govt of MP). PMC's are also in place with due approval of Hon'ble Minister H&ED.

Govt. of MP has constituted different committees at different levels to oversee the effective implementation of schemes.

  1. State Level Empowered Committee (EC) has been constituted by GAD vide order No.F-19-97/2007/1/4 dated 20.08.07, with Principal Secretary, H&ED as Chairman and representatives of related departments/ agencies as members to oversee the progress of implementation, funds mobilization and financial assistance of the schemes in accordance to TOR.
  2. Divisional level Steering Committees (SC) have been constituted by H &E Dept vide order No. F-6-27/2007/32 dated 1/9/07. SC Chaired by Divisional Commissioner with other representatives of related departments/ agencies as members, will coordinate the work of NLCP/NRCP being executed by Implementing Agency (IA), i.e., Urban Local Body, at field level as per TOR.
  3. District Level Technical Evaluation & Tender Approval Committee (TETAC) has been constituted by H & E Dept. order No. F-6-27/2007/32 dated 1/9/07 for the purpose of approving tender documents & award of works. TETAC Chaired by District Collector has representatives of related departments and agencies as members.
  4. Procurement of Project Management Consultants (PMC) – As per H &ED order No. F-6-27/2007/32 dated 1/9/07 the Nodal Agency – EPCO, procured Project Management Consultants (PMC) for NRAP & NLCP projects (separately for each project) and placed them with implementing agency for technical facilitation as per Terms of Reference (TOR). The PMC for Beehar River – Rewa projects as M/s MSV International Pvt. Ltd., Gurgaon, and for Narmada River – Hoshangabad is M/s Consulting Engineering Services Pvt. Ltd New Delhi. All PMC's have been placed with implementing agencies (IA) i.e. local urban bodies.
